The easiest way to solve this problem in Internet Explorer is to go to Tools - internet options - security, then choose internet and then select custom level. Then under Microsoft VM / Java permissions select medium safety.

If you need to keep your current settings for some reason go to Tools - internet options - security, click trusted sites then hit the sites button and add https://ncfs.ucf.edu to your list of trusted sites and make sure your browser at least gives trusted sites the ability to run Java.

Netscape and other browsers can be configured much the same way.

If the computer you are using does not allow you to change these settings you must have someone with administrative rights for that computer configure it for you. Some organizations are very restrictive with such settings in which case we would suggest using a different computer.
